ESTABLISHMENT AND USE OF LIBRARY IN THE IMPLICATION OF 6.3.3.4 SYSTEM IN NIGERIA

CHAPTER ONE

INTRODUCTION

BACKGROUND OF THE STUDY

Education is a fundamental pillar in the development of any society, and Nigeria, like many other countries, has undergone various educational reforms to enhance the quality of its educational system. The 6-3-3-4 system was introduced as a significant restructuring of the educational framework in Nigeria, aiming to provide a more comprehensive and practical education for its citizens. This system, which represents six years of primary education, three years of junior secondary education, three years of senior secondary education, and four years of tertiary education, brought about substantial changes in curriculum and instructional methodologies.

In the context of this educational transformation, the establishment and use of libraries play a crucial role in shaping the learning environment and promoting academic excellence. Libraries serve as dynamic centers for information access, research, and knowledge dissemination. This study delves into the implications of the 6-3-3-4 system on the establishment and utilization of libraries in Nigeria, exploring how these institutions contribute to the effectiveness of the new educational paradigm.

Historical Context:

To understand the significance of libraries in the context of the 6-3-3-4 system, it is essential to delve into the historical background of education in Nigeria. The country has witnessed several educational policies and systems, each aiming to address specific challenges and foster holistic development. The 6-3-3-4 system, introduced in 1982, was a response to the need for a more practical and skill-oriented educational framework.

Prior to this system, libraries in Nigeria were often underutilized and faced challenges in terms of resource allocation and management. The introduction of the 6-3-3-4 system presented an opportunity to revitalize and redefine the role of libraries in the educational landscape.

Role of Libraries in the 6-3-3-4 System:

Libraries serve as the backbone of the 6-3-3-4 system, providing students and educators with the necessary resources to meet the system's objectives. In the primary education phase, libraries contribute to the development of foundational literacy skills, offering a diverse collection of age-appropriate books and materials. They play a crucial role in fostering a love for reading and learning, laying the groundwork for a lifelong pursuit of knowledge.

In the junior and senior secondary education phases, libraries become more specialized, catering to the academic and research needs of students. With an emphasis on practical and vocational education, libraries in these institutions house materials that align with the curriculum, supporting students in acquiring skills relevant to their chosen fields. Additionally, libraries serve as spaces for collaborative learning, where students can engage in group discussions, research projects, and independent study.

Challenges in Library Establishment and Utilization:

While the role of libraries in the 6-3-3-4 system is significant, challenges persist in their establishment and effective use. Limited funding, inadequate infrastructure, and a shortage of qualified library personnel are common issues faced by educational institutions across Nigeria. These challenges hinder the optimal functioning of libraries and impact the quality of education provided under the 6-3-3-4 system.

Furthermore, the digital divide poses a challenge to the integration of technology in libraries. In an era where information and communication technologies are rapidly evolving, libraries must adapt to provide digital resources and facilitate e-learning. The need for consistent training of library staff to navigate digital platforms and assist students in accessing online resources becomes paramount.

Implications for Educational Outcomes:

The effective establishment and use of libraries under the 6-3-3-4 system have far-reaching implications for educational outcomes in Nigeria. A well-equipped library enhances the learning experience, contributing to improved academic performance, critical thinking skills, and a broader understanding of subjects. Libraries also foster a culture of research and innovation, preparing students for the challenges of the modern workforce.

In conclusion, the establishment and use of libraries are integral components of the 6-3-3-4 system in Nigeria. Libraries play a vital role in shaping the educational landscape, providing resources and spaces that align with the objectives of the system. Addressing the challenges faced by libraries and investing in their development will not only enhance the educational experience for students but also contribute to the overall advancement of the nation through a well-educated and skilled workforce.

STATEMENT OF THE PROBLEM

The study on the establishment and use of libraries in the implication of the 6-3-3-4 system in Nigeria addresses several pressing issues within the educational landscape. One major problem revolves around the inadequate funding and resourcing of libraries in educational institutions. Insufficient financial allocation hampers the establishment and maintenance of well-equipped libraries, limiting access to diverse and up-to-date materials essential for the practical and theoretical components of the 6-3-3-4 system.

Furthermore, a critical problem lies in the shortage of qualified library personnel, hindering the effective utilization of available resources. The lack of skilled librarians affects the guidance and support provided to students in navigating academic materials, conducting research, and developing information literacy skills. Additionally, the study will explore challenges related to the digital divide, where limited access to technology and inadequate infrastructure impedes the integration of digital resources in libraries, essential for aligning education with the evolving demands of the modern world. Addressing these problems is imperative for optimizing the role of libraries in the 6-3-3-4 system, ultimately ensuring a more robust and effective educational experience for Nigerian students.

OBJECTIVE OF THE STUDY

SIGNIFICANCE OF THE STUDY

This study will be of immense benefit to other researchers who intend to know more on this study and can also be used by non-researchers to build more on their research work. This study contributes to knowledge and could serve as a guide for other study.

SCOPE OF THE STUDY

This study focuses on the establishment and utilization of libraries within the 6-3-3-4 education system in Nigeria. It examines the current state of library infrastructure, challenges faced, and the role of libraries in supporting practical education. The scope encompasses primary, junior secondary, and senior secondary educational institutions.

LIMITATION OF THE STUDY

The demanding schedule of respondents at work made it very difficult getting the respondents to participate in the survey. As a result, retrieving copies of questionnaire in timely fashion was very challenging. Also, the researcher is a student and therefore has limited time as well as resources in covering extensive literature available in conducting this research. Information provided by the researcher may not hold true for all businesses or organizations but is restricted to the selected organization used as a study in this research especially in the locality where this study is being conducted. Finally, the researcher is restricted only to the evidence provided by the participants in the research and therefore cannot determine the reliability and accuracy of the information provided.

Financial constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).

Time constraint: The researcher will simultaneously engage in this study with other academic work. This consequently will cut down on the time devoted for the research work.
