Abstract
Adult education provides individuals with knowledge and practical skills that support effective participation in everyday activities and responsible community life. One important area of practical knowledge is the ability to understand traffic regulations, which involves knowing and interpreting rules governing road use, traffic movement, vehicle operation, pedestrian conduct, and compliance with road authorities’ instructions. Understanding these regulations is important because it enables adults to make informed decisions and behave appropriately within road environments. However, inadequate knowledge of traffic regulations may contribute to confusion and inappropriate road-user behaviour. This study therefore aims to examine the effect of adult education on adults’ ability to understand traffic regulations. Adult education can develop adults’ understanding of traffic regulations through structured lessons, discussions, demonstrations, visual materials, and practical examples. Learning activities may introduce adults to basic traffic rules, right-of-way principles, traffic-control devices, speed restrictions, parking regulations, pedestrian responsibilities, and other relevant requirements governing road use. By connecting these concepts with familiar road situations, adult educators can help learners understand the purpose of regulations and how they apply to everyday transportation experiences. The ability to understand traffic regulations enables adults to recognize the rules that guide different road situations and make appropriate decisions when using roads. Adults with adequate understanding may be better able to identify permitted and prohibited behaviours, interpret traffic-control instructions, recognize their responsibilities as road users, and distinguish between different regulatory requirements. Adult education may therefore strengthen this ability by providing learners with systematic explanations and opportunities to apply traffic regulations to realistic situations. The study will adopt a survey research design. The population will comprise adults participating in selected adult education programmes. A sample will be selected using an appropriate sampling procedure. Data will be collected using a structured questionnaire and a traffic-regulation understanding assessment covering selected rules and requirements. The collected data will be analysed using descriptive statistics and appropriate inferential statistical techniques to determine the effect of adult education on adults’ ability to understand traffic regulations. The study is expected to establish that adult education has a positive effect on adults’ ability to understand traffic regulations. Adults who participate in relevant educational activities are expected to demonstrate improved knowledge of basic traffic rules, road-user responsibilities, traffic-control requirements, and appropriate responses to common road situations. The study may also indicate greater confidence among adults when interpreting and applying traffic regulations in their everyday activities. The findings will have implications for the teaching and learning of practical knowledge in adult education programmes. Adult educators may be encouraged to incorporate traffic-related examples, visual materials, demonstrations, discussions, and scenario-based activities into relevant lessons. Practical approaches can help learners connect regulatory concepts with situations they may encounter in their daily movement and strengthen their ability to apply acquired knowledge beyond the classroom. The study will be beneficial to adult learners, adult educators, community learning centres, curriculum planners, road-safety educators, and policymakers. Adult learners may develop improved understanding of the rules governing road use, while educators may gain useful approaches for teaching practical regulatory knowledge. Curriculum planners and policymakers may also use the findings to strengthen relevant practical-learning components within adult education programmes. The study recommends that adult education programmes should include practical learning activities designed to improve adults’ understanding of traffic regulations. Adult educators should use clear explanations, visual resources, realistic road scenarios, discussions, and practical exercises to reinforce knowledge of traffic rules and responsibilities. It is concluded that effective adult education can strengthen adults’ understanding of traffic regulations and support more informed and responsible behaviour within road environments.
