Impact of Adult Literacy Programmes on Women’s Access to Public Information

 

Abstract

Adult literacy programmes are organized educational initiatives designed to develop adults’ abilities in reading, writing, comprehension, and the practical use of information, while access to public information refers to the ability of individuals to obtain, understand, interpret, and use information provided through public institutions and community information channels. Access to public information is important for women because it enables them to become aware of available services, educational opportunities, public programmes, community activities, and information relevant to their daily lives. However, limited literacy skills may make it difficult for some women to locate, understand, and use public information effectively. Therefore, this study will examine the impact of adult literacy programmes on women’s access to public information. Adult literacy programmes provide women with opportunities to develop reading comprehension, writing, vocabulary, interpretation, and information-use skills. Learning activities may include reading public notices, interpreting written instructions, completing forms, understanding announcements, writing simple requests, and working with practical documents. These activities can help women develop the skills needed to interact with different forms of written information encountered in their communities. Women’s access to public information involves the ability to identify relevant information, locate appropriate sources, understand the content, and apply information to personal and community needs. Public information may relate to education, health services, community programmes, government initiatives, employment opportunities, public facilities, and other available services. Adult literacy programmes may therefore equip women with the literacy and comprehension skills required to obtain and use such information effectively. The study will adopt a quantitative research design. The population will comprise women participating in selected adult literacy programmes. Data will be collected using a structured questionnaire and a public-information access assessment designed to measure women’s participation in adult literacy programmes and their ability to access and understand public information. The instruments will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that adult literacy programmes have a significant impact on women’s access to public information. Women who participate effectively in literacy programmes are expected to demonstrate greater ability to locate, read, understand, and apply public information. The study may also establish that improved literacy skills increase women’s confidence in interacting with written information and accessing information about public services and community opportunities. The findings will have implications for teaching and learning in adult education. Adult educators may need to incorporate relevant public information materials into literacy instruction. Activities involving public notices, application forms, service information, community announcements, and official instructions can help women develop practical skills for accessing and interpreting information. Such activities may make literacy education more relevant to women’s everyday experiences and information needs. The study will be significant to women learners, adult educators, literacy programme coordinators, community leaders, educational planners, public institutions, and policymakers. Women may benefit from improved ability to obtain and understand information relevant to their personal and community needs. Adult educators and programme coordinators may gain useful information for improving literacy instruction, while public institutions and policymakers may use the findings to strengthen literacy initiatives that promote wider access to public information. The study recommends that adult literacy programmes should include practical activities that expose women to different forms of public information and teach them how to locate, interpret, and apply such information. Adult educators should use relevant community-based materials and provide regular opportunities for learners to practise information-access skills. The study concludes that effective adult literacy programmes can improve women’s access to public information and strengthen their ability to make informed decisions and participate effectively in community life.
