Effect of Adult Education on Adults’ Ability to Use Public Complaint Mechanisms

 

Abstract

Adult education refers to organized learning opportunities through which adults acquire knowledge, skills, attitudes, and competencies that enable them to function effectively in society, while public complaint mechanisms refer to formal channels through which individuals can report dissatisfaction, poor services, administrative problems, misconduct, or other grievances to relevant public institutions. The ability to use such mechanisms is important because it enables adults to communicate legitimate concerns and seek appropriate responses from public authorities and service providers. However, some adults may have limited knowledge of available complaint channels and the procedures required to use them effectively. The purpose of this study is to examine the effect of adult education on adults’ ability to use public complaint mechanisms. Adult education provides adults with opportunities to acquire practical knowledge and skills that can be applied to everyday social and institutional situations. Through literacy education, civic learning, community education, and other adult learning activities, adults can develop their ability to understand official information, identify appropriate institutions, complete relevant forms, communicate complaints clearly, and follow established procedures. Adult education can therefore provide learners with practical knowledge that enables them to interact more effectively with public institutions. Adults’ ability to use public complaint mechanisms involves their capacity to identify appropriate complaint channels, understand complaint procedures, prepare relevant information, submit complaints through appropriate channels, and follow up on complaints when necessary. Effective use of these mechanisms requires adults to understand available procedures and communicate their concerns clearly. Adult education may strengthen this ability by improving adults’ knowledge of institutional processes and their capacity to interpret information required when submitting or following up on complaints. The study will adopt a survey research design. The population will consist of adults participating in selected adult education programmes within the study area. A sample will be selected using an appropriate sampling technique. Data will be collected through a structured questionnaire designed to measure exposure to adult education and adults’ ability to use public complaint mechanisms. The data collected will be analysed using descriptive statistics and appropriate inferential statistical techniques to determine the effect of adult education on adults’ ability to use public complaint mechanisms. The study is expected to establish that adult education has a positive effect on adults’ ability to use public complaint mechanisms. Adults with greater exposure to adult education are expected to demonstrate better knowledge of available complaint channels, improved ability to communicate grievances, and greater capacity to follow established complaint procedures. The findings may also identify areas where adults require additional educational support to effectively communicate concerns to relevant public institutions. The findings are expected to have implications for adult education teaching and learning. Adult education programmes can incorporate practical lessons on institutional communication, public service procedures, complaint reporting, and the interpretation of official information. Adult educators can use practical exercises, examples of complaint procedures, sample forms, and role-play activities to help learners develop the skills needed to use public complaint mechanisms appropriately. The study will be significant to adult learners, adult educators, public institutions, community organizations, service providers, and policymakers. Adult learners may benefit from improved knowledge and skills for communicating legitimate complaints through appropriate channels. Adult educators may gain useful information for developing practical civic and institutional literacy content, while public institutions and policymakers may use the findings to improve public education about available complaint mechanisms and procedures. The study recommends that adult education programmes should incorporate practical information on public complaint mechanisms into relevant learning activities. Adult educators should teach adults how to identify appropriate complaint channels, understand submission procedures, prepare necessary information, and communicate complaints effectively. Public institutions should also provide clear and accessible information about their complaint procedures to complement adult education efforts. The study concludes that adult education can play an important role in improving adults’ ability to use public complaint mechanisms effectively.
