Effect of Adult Education on Adults’ Knowledge of Public Complaint Procedures

Abstract

Public complaint procedures are established processes through which individuals can formally report dissatisfaction, service problems, unfair treatment, or other concerns to relevant institutions and authorities. Adult Education can provide adults with knowledge of how to recognize appropriate complaint channels, prepare complaints, submit them correctly, and follow established procedures. This study will examine the effect of Adult Education on adults’ knowledge of public complaint procedures. The study is important because inadequate knowledge of complaint procedures may prevent adults from appropriately reporting problems and seeking responses to concerns involving public services. Adult Education can expose adults to important aspects of public complaint procedures, including identifying the appropriate complaint authority, understanding complaint requirements, preparing relevant information, selecting appropriate submission channels, obtaining acknowledgement, and following up on unresolved complaints. Through discussions, demonstrations, case studies, role-play, and practical exercises, adults can develop knowledge of the steps involved in making effective complaints. Learning can also help adults distinguish between appropriate complaint procedures and informal approaches that may not provide adequate resolution or documentation. Adults’ knowledge of public complaint procedures involves their ability to identify when a complaint is appropriate, determine where it should be directed, understand the information required, and follow the established stages for submitting and tracking a complaint. Adequate knowledge can enable adults to communicate concerns more effectively and use available complaint mechanisms responsibly. Adult Education can strengthen this knowledge by providing practical information and opportunities to examine realistic public-service complaint situations. The study will adopt a suitable descriptive survey research design. The population will comprise adults participating in selected Adult Education programmes, from which an appropriate sample will be selected using a suitable sampling procedure. Data will be collected through a structured questionnaire and an appropriate knowledge assessment designed to measure adults’ knowledge of public complaint procedures. The research instruments will be subjected to appropriate validation procedures, while their reliability will be established before administration. Data collected will be analysed using relevant descriptive and inferential statistical techniques to determine the effect of Adult Education on adults’ knowledge of public complaint procedures. The study is expected to establish that participation in Adult Education contributes positively to adults’ knowledge of public complaint procedures. Adults exposed to relevant educational activities are expected to demonstrate improved knowledge of complaint channels, documentation requirements, submission procedures, follow-up processes, and appropriate communication when reporting concerns. The study may further establish that practical, scenario-based learning activities are useful for helping adults understand how public complaints can be appropriately initiated and followed through established channels. The findings will have implications for Adult Education practitioners, community educators, public service institutions, and programme planners. Adult Education programmes can incorporate practical civic and service-literacy activities that enable adults to examine realistic complaint situations and practise identifying appropriate procedures. Role-play, case studies, sample complaint forms, service scenarios, and guided discussions can make learning more practical and improve adults’ confidence in using formal complaint mechanisms. The study will be significant to adult learners, community members, Adult Education practitioners, public service institutions, and community development organizations by providing information on the role of education in strengthening knowledge of public complaint procedures. It will recommend greater inclusion of practical public-service and civic information in relevant Adult Education programmes and the use of learner-centred activities that connect complaint procedures with everyday service experiences. The study will conclude that Adult Education can provide an effective avenue for improving adults’ knowledge of public complaint procedures and supporting more informed and responsible engagement with public services.
