Abstract
Digital public infrastructure refers to foundational digital systems and platforms that enable individuals, organizations, and governments to provide and access essential services through digital channels. It may include digital identity systems, interoperable payment systems, data-sharing platforms, digital authentication services, and other foundational technologies that support public and private digital services. Adults’ understanding of digital public infrastructure is increasingly important as more services depend on interconnected digital systems. However, limited knowledge may make it difficult for some adults to understand how these systems function, what services they support, and how they affect everyday interactions with institutions. This study will examine the impact of adult learning on adults’ understanding of digital public infrastructure, with the purpose of determining whether adult learning can improve their knowledge of these emerging digital systems. Adult learning provides opportunities for adults to acquire knowledge through discussions, demonstrations, practical activities, collaborative exercises, and experience-based learning. In relation to digital public infrastructure, learning activities can introduce participants to the basic concepts, components, purposes, and applications of foundational digital systems. Adults may learn how digital identity supports authentication, how interoperable systems allow different platforms to communicate, and how digital payment and data-sharing systems facilitate service delivery. Adults’ understanding of digital public infrastructure involves their ability to explain its meaning, identify its major components, recognize its applications, and understand how foundational digital systems support access to services. Adequate understanding can help adults make more informed decisions when interacting with digital platforms and institutions. The population will comprise adults participating in selected Adult Education programmes, from which an appropriate sample will be selected using a suitable sampling procedure. Data will be collected through a structured questionnaire and an appropriate knowledge assessment designed to measure participants’ understanding of digital public infrastructure. The research instruments will be subjected to appropriate validation procedures, while their reliability will be established before administration. Data collected will be analysed using relevant descriptive and inferential statistical techniques to determine the impact of adult learning on adults’ understanding of digital public infrastructure. The study is expected to establish that adult learning has a positive impact on adults’ understanding of digital public infrastructure. Adults who participate in relevant learning activities are expected to demonstrate improved knowledge of digital identity, authentication, interoperable systems, digital payments, data-sharing mechanisms, and other foundational digital services. The study may also establish that practical demonstrations, guided discussions, and examples based on everyday digital experiences contribute to better understanding of these systems. Such findings would demonstrate the importance of adult learning in helping adults keep pace with emerging digital structures that increasingly influence access to essential services. The findings will have implications for Adult Education practitioners, programme facilitators, digital educators, and curriculum developers. Adult Education programmes may need to incorporate contemporary digital concepts that help learners understand the foundational systems supporting digital services. Facilitators can use practical demonstrations, simplified diagrams, real-life examples, and guided digital activities to explain relationships among digital identity, authentication, payments, data exchange, and service platforms. Such approaches can make complex digital concepts more accessible and help adults develop the knowledge required to interact more effectively with technology-enabled services. The study will be significant to adult learners, educators, community organizations, digital-service providers, policymakers, and other stakeholders interested in digital inclusion. It will provide useful information on how adult learning can strengthen adults’ understanding of digital public infrastructure and support more informed participation in digital society. The study will recommend the integration of relevant digital infrastructure concepts into appropriate Adult Education programmes and encourage practical learning strategies that connect foundational digital systems with everyday experiences. It will conclude that strengthening adults’ understanding through adult learning can promote greater digital awareness and more effective engagement with technology-supported public and social services.
