Impact of Adult Literacy on Adults’ Access to Civic Information

Abstract

Adult literacy is an important component of adult education that enables individuals to read, write, comprehend, and apply information in everyday life. Access to civic information is essential for helping adults understand public policies, government programmes, community issues, rights, responsibilities, and opportunities for civic involvement. However, limited literacy skills may make it difficult for some adults to obtain and understand civic information presented through written materials and other information sources. This study will examine the impact of adult literacy on adults’ access to civic information. Adult literacy involves the development of reading, writing, comprehension, numeracy, and functional literacy skills that enable adults to perform everyday tasks effectively. Literacy programmes may expose learners to written texts, public notices, forms, newspapers, informational materials, and other practical resources. Through reading exercises, writing activities, comprehension tasks, and practical applications, adults can develop the ability to obtain, interpret, and use written information relevant to their personal, social, and civic lives. Adults’ access to civic information refers to their ability to obtain, understand, interpret, and use information relating to government activities, public services, civic rights, responsibilities, policies, and community affairs. Civic information may be obtained through public notices, newspapers, community announcements, official documents, educational materials, and other information channels. Adult literacy can influence access to such information by improving adults’ ability to read and comprehend written materials and use information sources relevant to civic life. The study will adopt a quantitative research design. The population will comprise adults participating in selected adult literacy programmes within selected communities. Data will be collected using a structured questionnaire and literacy-based assessment designed to measure adult literacy and access to civic information. The instruments will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that adult literacy has a positive impact on adults’ access to civic information. It is anticipated that adults with greater exposure to literacy education will demonstrate stronger abilities to obtain, read, understand, and use civic information. The study may also establish that improved literacy skills enable adults to make better use of written civic materials and become more informed about public affairs and available community services. The findings will have implications for teaching and learning in adult literacy education by emphasizing the importance of using practical civic materials in literacy instruction. Adult literacy educators may incorporate public notices, government information materials, community announcements, newspapers, forms, and other relevant civic texts into learning activities. Such approaches can make literacy education more functional while providing learners with practical opportunities to develop the skills needed to access and understand civic information. The study will be significant to adult educators, literacy facilitators, adult learners, community leaders, government agencies, policymakers, educational institutions, and community organizations. Adult educators may use the findings to develop literacy programmes that address adults’ practical information needs. Community leaders and government agencies may also benefit from improved access to civic information among adults, while policymakers may use the findings to strengthen literacy initiatives that promote informed citizenship and access to public information. The study will recommend that adult literacy programmes should incorporate practical activities that develop adults’ ability to read, interpret, and use civic information. Literacy educators should expose learners to relevant public information materials and provide opportunities to practise interpreting notices, announcements, forms, and other civic documents. It will also recommend greater collaboration between adult literacy providers, community organizations, and public institutions in making civic information accessible to adult learners. The study concludes that effective adult literacy can contribute significantly to improving adults’ access to civic information and promoting informed participation in civic life.
