Impact of Literacy Education on Communication between Adult Learners and Public Institutions

 

Abstract

Literacy education refers to organized learning activities that develop adults’ abilities to read, write, comprehend, and communicate effectively, while communication between adult learners and public institutions refers to the ability of adults to exchange information, make enquiries, understand official responses, complete required documents, and communicate their needs to government agencies and other public organizations. Effective communication with public institutions is important because adults frequently need to access public services, submit applications, obtain official information, and respond to institutional requirements. However, limited literacy skills may make such communication difficult for some adult learners. This study therefore seeks to examine the impact of literacy education on communication between adult learners and public institutions. Literacy education involves learning activities that develop reading comprehension, writing, vocabulary, interpretation, and practical communication skills. Adult learners may acquire these skills through literacy classes, guided reading, writing exercises, discussions, practical assignments, and activities based on everyday situations. Functional literacy activities can expose learners to notices, forms, letters, instructions, application documents, and other written materials commonly encountered when interacting with public institutions. Communication between adult learners and public institutions involves written and verbal exchanges through channels such as letters, application forms, official notices, enquiries, service requests, and face-to-face interactions. Adult learners may need to understand institutional instructions, provide accurate information, respond to official correspondence, and communicate their needs clearly. Literacy education may therefore influence this communication by strengthening the ability of adult learners to understand, prepare, and respond to information exchanged with public institutions. The study will adopt a quantitative research design. The population will comprise adult learners enrolled in selected literacy education programmes within the study area. Data will be collected using a structured questionnaire and a practical communication assessment designed to measure literacy education and communication with public institutions. The instruments will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that literacy education has a positive impact on communication between adult learners and public institutions. It is anticipated that adult learners who participate in literacy education programmes will demonstrate improved ability to understand official information, complete relevant documents, make enquiries, and communicate their needs clearly. The study may also establish that practical literacy skills can improve adults’ ability to respond appropriately to information received from public institutions. The findings will have implications for teaching and learning in adult education. Adult educators should incorporate practical materials commonly used in interactions with public institutions into literacy lessons. Activities involving official forms, notices, letters, instructions, applications, and service-related information can provide learners with opportunities to develop practical reading, writing, and communication skills. This approach can make literacy education more relevant to the everyday needs of adult learners. The study will be beneficial to adult learners, adult educators, literacy programme providers, public institutions, community organizations, and policymakers. Adult learners may benefit from improved communication skills and greater ability to interact with public institutions. Adult educators may gain useful information for designing functional literacy programmes, while public institutions and policymakers may use the findings to improve educational initiatives that help adults understand and communicate with public service providers. The study recommends that literacy education programmes should incorporate practical communication activities based on real-life interactions with public institutions. Adult educators should use learner-centred approaches involving forms, notices, official correspondence, and other relevant materials. Public institutions should also present important information in clear and accessible language to support effective communication with adult users. The study concludes that effective literacy education can strengthen the ability of adult learners to communicate effectively with public institutions.
