Effect of Health Insurance Risk Classification on Premium Pricing

Abstract

The study examines the effect of health insurance risk classification on premium pricing, focusing on how the classification of policyholders according to their expected level of risk influences the determination of health insurance premiums. Risk classification is an important actuarial practice that enables insurers to assess differences in expected healthcare utilization and claims experience among policyholders. Appropriate risk classification is therefore essential for establishing premiums that adequately reflect the financial risks assumed by health insurers. The study will investigate how different risk classification factors influence health insurance premium pricing. Factors such as age, health status, medical history, healthcare utilization, and other relevant characteristics may contribute to differences in expected claims costs. The study will examine how insurers use these risk characteristics to differentiate expected risk levels and determine appropriate premium charges for different categories of policyholders. The study will further consider the relationship between risk classification, expected claims expenditure, premium adequacy, and insurance affordability. Accurate classification may enable insurers to establish premiums that better correspond with anticipated healthcare costs, while inaccurate classification may result in premiums that are either insufficient to cover claims or unnecessarily high for certain risk groups. Effective risk classification is therefore important for maintaining actuarial balance and financial sustainability. A quantitative research approach will be adopted for the study. Relevant data on policyholder characteristics, healthcare utilization, claims frequency, claims severity, claims expenditure, risk categories, and premium levels will be obtained from appropriate health insurance records and other relevant sources. Descriptive and inferential statistical techniques, including correlation and regression analysis, will be employed to determine the effect of health insurance risk classification on premium pricing. The study is expected to find that health insurance risk classification has a significant effect on premium pricing. Policyholders classified as having higher expected healthcare risks are expected to generate greater claims costs and consequently require higher premium considerations, subject to applicable insurance principles and regulations. The study may also reveal that accurate classification improves insurers’ ability to estimate expected claims and establish more appropriate premium levels. The study is further expected to establish that effective risk classification can improve premium adequacy and strengthen insurers’ financial management. The use of reliable policyholder information, appropriate actuarial models, regular review of risk characteristics, and accurate claims data is expected to enhance the effectiveness of risk classification and support more consistent premium pricing decisions. The study concludes that health insurance risk classification is an important component of actuarial premium pricing and should be carefully incorporated into insurance decision-making. It is therefore recommended that health insurers improve the quality of risk classification data, apply appropriate actuarial techniques, regularly review risk categories, and ensure that premium pricing reflects expected claims experience while maintaining fairness and sustainability within the health insurance system.
