Abstract
Adult Education provides opportunities for adults to develop practical knowledge and skills that support effective participation in community and public affairs. Public meetings are important avenues through which community members discuss issues, present concerns, consider proposals, make collective decisions, and contribute to community development. However, some adults may have limited understanding of the procedures that guide public meetings, including meeting agendas, opening procedures, recognition of speakers, motions, voting, decision-making, and other forms of orderly participation. This study will examine the effect of Adult Education on adults’ understanding of public meeting procedures. The study will determine whether participation in Adult Education can improve adults’ knowledge of the procedures and practices required for effective participation in public meetings. Adult Education can introduce participants to public meeting procedures through discussions, demonstrations, simulations, role-playing activities, and practical exercises. Learning activities may explain how meetings are convened, how agendas are presented, how participants are recognized to speak, how proposals are introduced, and how decisions are reached. Simulated meetings can provide adults with opportunities to practise appropriate procedures while observing how different participants contribute to discussions. Such practical learning experiences may help adults connect theoretical explanations with actual meeting situations and develop greater confidence in participating appropriately. Adults’ understanding of public meeting procedures refers to their ability to identify, explain, and apply the basic rules and processes that guide organized public meetings. This includes knowledge of meeting agendas, order of proceedings, speaking procedures, presentation of motions, discussion, voting, recording of decisions, and appropriate conduct during meetings. Adequate understanding can help adults participate more effectively, communicate their views appropriately, and follow established procedures when contributing to collective decision-making. Adult Education may therefore strengthen this understanding by providing structured learning opportunities that combine explanations with practical participation. The study will adopt a suitable descriptive survey research design. The population will comprise adults participating in selected Adult Education programmes, from which an appropriate sample will be selected using a suitable sampling procedure. Data will be collected through a structured questionnaire and an appropriate assessment designed to measure participants’ understanding of public meeting procedures. The research instruments will be subjected to appropriate validation procedures, while their reliability will be established before administration. Data collected will be analysed using relevant descriptive and inferential statistical techniques to determine the effect of Adult Education on adults’ understanding of public meeting procedures. The study is expected to establish that Adult Education has a positive effect on adults’ understanding of public meeting procedures. It is anticipated that adults exposed to structured learning activities will demonstrate improved knowledge of meeting processes, speaking procedures, agenda use, motions, voting, and orderly decision-making. The study may also establish that practical approaches such as role-playing, meeting simulations, guided discussions, and demonstrations are useful for improving adults’ ability to understand and apply meeting procedures in realistic situations. The findings will have implications for Adult Education practitioners, community educators, civic organizations, and facilitators of community development programmes. Adult Education programmes may incorporate practical exercises that allow adults to observe and practise public meeting procedures rather than relying solely on theoretical explanations. Simulated meetings, group discussions, role-playing, and case-based activities can provide participants with opportunities to develop familiarity with meeting processes and appropriate participation. These approaches may strengthen adults’ confidence and encourage more constructive involvement in community decision-making activities. The study will be significant to adult learners, community members, Adult Education practitioners, community organizations, civic groups, and other stakeholders involved in public participation. Based on the expected findings, it will be recommended that Adult Education programmes include practical instruction on public meeting procedures and provide adults with opportunities to practise participation in organized meeting settings. The study will conclude that Adult Education can contribute meaningfully to improving adults’ understanding of public meeting procedures and strengthening their capacity for informed and orderly participation in community affairs.
