Impact of Women’s Literacy Programmes on Participation in Local Decision-Making

 

Abstract

Women’s literacy programmes are organized educational initiatives designed to improve women’s reading, writing, comprehension, and practical information-use abilities, while participation in local decision-making refers to women’s involvement in discussions, consultations, meetings, planning processes, and decisions concerning issues within their communities. Women’s participation in local decision-making is important because it allows their experiences, needs, and perspectives to contribute to community planning and development. However, limited literacy skills may affect women’s ability to access relevant information, express their views, understand documents, and participate confidently in decision-making processes. Therefore, this study will examine the impact of women’s literacy programmes on participation in local decision-making. Women’s literacy programmes provide learning opportunities through reading activities, writing exercises, vocabulary development, comprehension tasks, group discussions, and practical use of written information. Such programmes can help women develop the ability to read notices, understand meeting information, complete forms, interpret written instructions, and communicate their views effectively. The acquisition of these literacy skills may improve women’s ability to obtain and understand information relevant to community issues and local affairs. Participation in local decision-making involves attending community meetings, contributing to discussions, expressing opinions, making suggestions, asking questions, and taking part in decisions concerning community activities and development. Effective participation requires access to information, comprehension, communication skills, and confidence. Women’s literacy programmes may therefore provide participants with skills that enable them to understand decision-making information and contribute more effectively to discussions and decisions within their communities. The study will adopt a quantitative research design. The population will comprise women participating in selected literacy programmes. Data will be collected using a structured questionnaire and a participation assessment designed to measure women’s exposure to literacy programmes and their involvement in local decision-making activities. The instruments will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that women’s literacy programmes have a significant impact on their participation in local decision-making. Women who participate in literacy programmes are expected to demonstrate greater involvement in community meetings, discussions, consultations, and other local decision-making activities. The study may also establish that improved literacy skills enhance women’s ability to understand relevant information, express their opinions, and contribute confidently to decisions affecting their communities. The findings will have implications for teaching and learning in adult education. Adult educators may need to connect literacy instruction with practical community decision-making situations. Learning activities involving community notices, meeting agendas, public information, discussion exercises, form completion, and problem-solving tasks may help women develop literacy skills that can be applied directly to local decision-making processes. The study will be significant to women learners, adult educators, literacy programme coordinators, community leaders, educational planners, women-focused organizations, and policymakers. Women may benefit from improved literacy and greater ability to participate in local affairs, while adult educators and programme coordinators may gain information for improving literacy programme content and delivery. Community leaders and policymakers may also use the findings to strengthen educational initiatives that encourage women’s active involvement in community decision-making. The study recommends that women’s literacy programmes should incorporate practical activities that expose learners to community information and decision-making processes. Adult educators should encourage discussions, group activities, information interpretation, public-speaking exercises, and community-based learning that enable women to apply their literacy skills to local issues. The study concludes that effective women’s literacy programmes can improve women’s participation in local decision-making and strengthen their contribution to community development.
