Impact of Functional Literacy Programmes on Adult Learners’ Use of Written Information

Abstract

Functional literacy programmes are educational initiatives designed to equip adults with practical reading, writing, and comprehension skills needed for everyday activities, while the use of written information refers to the ability of individuals to read, understand, interpret, and apply information contained in written materials. The ability to use written information effectively is important for adult learners because it supports informed decision-making, access to services, workplace activities, and participation in community life. However, inadequate literacy skills may limit adults’ ability to effectively use written materials encountered in their daily activities. Therefore, this study will examine the impact of functional literacy programmes on adult learners’ use of written information. Functional literacy programmes focus on practical literacy skills that are directly related to the everyday experiences and needs of adult learners. Instruction may include reading notices, completing forms, understanding instructions, interpreting labels, reading simple documents, writing basic information, and comprehending short passages. By connecting literacy instruction with real-life situations, functional literacy programmes can provide learners with opportunities to practise skills that are useful beyond the classroom. The use of written information involves several abilities, including locating relevant information, understanding written instructions, interpreting basic documents, extracting important details, and applying information to everyday situations. Adult learners may encounter written information in areas such as employment, transportation, banking, healthcare, education, commerce, and community activities. Participation in functional literacy programmes may therefore help learners develop the confidence and competence required to interact effectively with different forms of written information. The study will adopt a quantitative research design. The population will comprise adult learners enrolled in selected functional literacy programmes. Data will be collected using a structured questionnaire and a practical written-information task designed to measure learners’ exposure to functional literacy programmes and their ability to use written information. The instruments will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that functional literacy programmes have a significant impact on adult learners’ use of written information. Adult learners who participate effectively in functional literacy programmes are expected to demonstrate greater ability to understand written instructions, identify relevant information, interpret basic documents, and apply written information to everyday situations. The study may also establish that practical literacy instruction can improve learners’ confidence in dealing with written materials encountered in their daily lives. The findings will have implications for teaching and learning in adult education. Adult educators may need to place greater emphasis on practical literacy activities that reflect the actual written information learners encounter in their homes, workplaces, markets, and communities. The use of authentic materials, guided reading activities, form-completion exercises, instruction interpretation tasks, and problem-based literacy activities may make functional literacy learning more meaningful and applicable. The study will be significant to adult learners, adult educators, functional literacy programme coordinators, community education providers, curriculum planners, and policymakers. Adult learners may benefit from improved ability to access and apply written information in everyday situations. Educators and programme coordinators may gain useful information for improving instructional practices, while curriculum planners and policymakers may use the findings to strengthen functional literacy programmes and promote practical literacy development. The study recommends that functional literacy programmes should incorporate practical written materials and activities that reflect the everyday information needs of adult learners. Adult educators should provide regular opportunities for learners to practise reading, interpreting, and applying written information in realistic situations. The study concludes that effective functional literacy programmes can contribute to improved use of written information among adult learners and enhance their ability to participate meaningfully in personal, economic, social, and educational activities.
