Abstract
Public service procedures provide structured processes through which individuals access government and community-related services, submit requests, obtain information, and interact with public institutions. Adults need adequate knowledge of these procedures to navigate public services effectively, understand service requirements, follow appropriate channels, and complete necessary processes. However, limited knowledge of public service procedures may create difficulties in accessing services, following administrative requirements, and responding appropriately to information provided by public institutions. This study will examine the effect of Community Education on adults’ knowledge of public service procedures. Community Education provides learning opportunities that address practical issues affecting individuals within their communities. Through community meetings, awareness programmes, discussions, demonstrations, practical exercises, and locally relevant learning materials, adults can acquire useful knowledge about procedures for accessing public services. Community Education can expose participants to information about service requirements, application processes, official communication channels, documentation, complaint procedures, and appropriate interactions with public service providers. Knowledge of public service procedures refers to adults’ understanding of the steps, requirements, channels, and practices involved in obtaining public services. This includes knowing where to seek relevant services, identifying required documents, understanding application processes, following official procedures, and knowing appropriate channels for enquiries or complaints. Community Education can improve this knowledge by presenting public service information in accessible forms and allowing adults to discuss practical situations they may encounter when interacting with public institutions. The study will adopt a suitable descriptive survey research design. The population will comprise adults participating in selected Community Education programmes, from which an appropriate sample will be selected using a suitable sampling procedure. Data will be collected through a structured questionnaire and an appropriate assessment designed to measure participants’ knowledge of public service procedures. The research instruments will be subjected to appropriate validation procedures, while their reliability will be established before administration. Data collected will be analysed using relevant descriptive and inferential statistical techniques to determine the effect of Community Education on adults’ knowledge of public service procedures. The study is expected to establish that Community Education contributes positively to adults’ knowledge of public service procedures. Adults who participate in relevant community learning activities are expected to demonstrate better understanding of service requirements, application processes, documentation procedures, official communication channels, and appropriate methods of seeking assistance. The study is also expected to indicate that practical and community-based learning approaches can make public service information easier for adults to understand and apply. The findings will have implications for Community Education practitioners, public service organizations, community development facilitators, and programme planners. Community Education programmes should incorporate practical information about commonly accessed public services and provide opportunities for adults to examine realistic service-related situations. Demonstrations, guided discussions, practical exercises, and simplified information materials may help learners understand procedures and develop greater confidence when interacting with public institutions. The study will be significant to adult learners, community members, Community Education practitioners, public service providers, and organizations responsible for community development. It is expected to demonstrate the value of community-based learning in improving adults’ practical knowledge of procedures required for accessing public services. The study will recommend greater integration of public service information into relevant Community Education programmes and the use of practical learning approaches to strengthen procedural knowledge. It will conclude that effective Community Education can contribute to improved knowledge of public service procedures and support adults’ more informed participation in public services.
