Abstract
Adult civic education refers to organized learning experiences that equip adults with knowledge, skills, values, and awareness concerning citizenship, civic responsibilities, governance, and community affairs, while participation in community decision-making refers to the involvement of adults in discussions, consultations, deliberations, and decisions concerning issues that affect their communities. Effective civic education is important for developing informed adults who can understand community issues and contribute responsibly to collective decisions. However, inadequate knowledge of civic processes may limit adults’ ability to participate effectively in community decision-making. Therefore, this study will examine the impact of adult civic education on participation in community decision-making. Adult civic education provides adults with knowledge of citizenship, community governance, leadership, civic responsibilities, democratic principles, accountability, and decision-making processes. Through classroom discussions, workshops, group activities, community-based learning, and practical civic exercises, adults can develop an understanding of how community decisions are made and the appropriate ways to contribute to such processes. These educational experiences can also improve adults’ awareness of their responsibilities and opportunities within community decision-making structures. Participation in community decision-making involves attending community deliberations, expressing opinions, contributing suggestions, discussing community problems, and taking part in decisions concerning community affairs. Adults who have adequate civic education may be better prepared to understand issues presented during community discussions and contribute informed opinions. Adult civic education can therefore provide the knowledge and skills required for adults to participate constructively in decisions affecting their communities. The study will adopt a quantitative research design. The population will comprise adults participating in selected adult civic education programmes within the study area. Data will be collected using a structured questionnaire designed to measure exposure to adult civic education and participation in community decision-making. The instrument will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that adult civic education has a significant positive impact on participation in community decision-making. It is expected that adults with greater exposure to civic education will demonstrate higher levels of involvement in community discussions and decision-making activities. The study may also establish that civic education improves adults’ understanding of decision-making procedures and their ability to contribute relevant opinions to issues affecting their communities. The findings will have implications for adult education teaching and learning by emphasizing the importance of practical civic education in preparing adults for participation in community decisions. Adult education facilitators may incorporate debates, group discussions, case studies, role-play, community projects, and simulated decision-making exercises into civic education programmes. These approaches can help adults develop the knowledge, communication skills, and confidence required for constructive participation in community decision-making. The study will be significant to adult learners, adult education facilitators, community leaders, civic education providers, community development organizations, and policymakers. Adult learners may benefit from improved understanding of community decision-making processes, while facilitators may gain useful information for strengthening civic education programmes. Community leaders and development organizations may also use the findings to encourage more informed and constructive involvement of adults in decisions concerning community development and welfare. The study will recommend that adult civic education programmes should include practical lessons on community governance, decision-making procedures, civic responsibilities, and constructive expression of opinions. Adult education providers should create opportunities for learners to participate in discussions, debates, community projects, and simulated decision-making activities. Community leaders should also support educational initiatives that prepare adults to contribute meaningfully to community decisions. The study concludes that effective adult civic education can contribute to increased and more informed participation in community decision-making.
