Abstract
Adult education refers to organized learning opportunities that provide adults with knowledge, skills, attitudes, and competencies needed for personal and social development, while knowledge of citizens’ rights and responsibilities refers to individuals’ understanding of their legal, social, and civic entitlements and duties within society. Adequate knowledge of these rights and responsibilities is important because it enables citizens to understand their obligations, recognize their entitlements, and relate responsibly with government and other members of society. However, limited awareness of civic rights and responsibilities may prevent adults from fully understanding and exercising their roles as citizens. Therefore, this study will examine the impact of adult education on knowledge of citizens’ rights and responsibilities. Adult education provides adults with learning experiences that can improve their understanding of citizenship, human rights, civic duties, democratic principles, laws, public institutions, and social responsibilities. Through literacy classes, civic education, discussions, workshops, group activities, and community-based learning, adults can acquire information that helps them understand their position and responsibilities within society. Such educational experiences can also expose adults to important concepts relating to equality, freedom, participation, accountability, respect for the rights of others, and responsible citizenship. Knowledge of citizens’ rights and responsibilities involves understanding basic rights, civic duties, legal obligations, social responsibilities, and the appropriate ways of exercising and protecting these rights. Adults who possess adequate knowledge in these areas may be better prepared to recognize legitimate rights, fulfil their responsibilities, respect the rights of others, and respond appropriately to civic and social issues. Adult education can therefore serve as an important avenue for developing the knowledge required for responsible citizenship. The study will adopt a quantitative research design. The population will comprise adults participating in selected adult education programmes within the study area. Data will be collected using a structured questionnaire and a knowledge-based assessment designed to measure exposure to adult education and knowledge of citizens’ rights and responsibilities. The instruments will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that adult education has a significant positive impact on adults’ knowledge of citizens’ rights and responsibilities. It is expected that adults with greater exposure to adult education will demonstrate higher levels of knowledge concerning their civic rights, duties, and responsibilities. The study may also establish that adult education improves adults’ understanding of responsible citizenship and their ability to recognize appropriate ways of exercising their rights and fulfilling their obligations. The findings will have implications for adult education teaching and learning by emphasizing the importance of incorporating citizenship-related knowledge into adult education programmes. Adult education facilitators may use discussions, case studies, role-play, practical exercises, and community-based learning activities to help adults understand rights and responsibilities in practical situations. These approaches can make learning more relevant and improve adults’ understanding of their roles within society. The study will be significant to adult learners, adult education facilitators, civic education providers, community leaders, policymakers, and organizations involved in community development. Adult learners may benefit from improved understanding of their rights and responsibilities, while facilitators may gain useful information for strengthening citizenship-related content in adult education programmes. Policymakers and community organizations may also use the findings to support educational initiatives that promote informed and responsible citizenship. The study will recommend that adult education programmes should include relevant lessons on citizens’ rights, civic duties, legal responsibilities, democratic values, and responsible citizenship. Adult education providers should employ practical teaching approaches that enable adults to apply civic knowledge to everyday situations. Regular civic learning activities should also be encouraged to strengthen adults’ understanding of their rights and responsibilities. The study concludes that effective adult education can contribute significantly to improving adults’ knowledge of citizens’ rights and responsibilities.
