Abstract
Adult education refers to organized learning opportunities that provide adults with knowledge, skills, attitudes, and competencies for personal, social, economic, and civic development, while participation in local governance refers to the involvement of citizens in processes through which local affairs are discussed, decisions are made, public issues are addressed, and community development activities are implemented. Effective adult education is important for developing informed adults who understand local governance structures and opportunities for civic involvement. However, inadequate knowledge of local governance processes may limit adults’ ability to participate effectively in local affairs. Therefore, this study will examine the impact of adult education on participation in local governance. Adult education provides learning experiences that can improve adults’ understanding of government structures, civic responsibilities, leadership, decision-making, public administration, and community development. Through literacy programmes, civic education, discussions, workshops, and community-based learning activities, adults can acquire knowledge about the functions of local government institutions and the responsibilities of citizens. These learning experiences can also help adults understand available channels for expressing opinions and contributing to local governance processes. Participation in local governance involves activities such as attending public meetings, contributing to local development discussions, expressing views on community issues, interacting with local government representatives, and taking part in appropriate decision-making processes. Adults with relevant educational knowledge may be better prepared to understand governance issues and participate constructively in local affairs. Adult education can therefore provide the knowledge and skills needed for adults to become more informed and active participants in local governance. The study will adopt a quantitative research design. The population will comprise adults participating in selected adult education programmes within the study area. Data will be collected using a structured questionnaire designed to measure exposure to adult education and participation in local governance activities. The instrument will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that adult education has a significant positive impact on participation in local governance. It is expected that adults with greater exposure to adult education will demonstrate higher levels of involvement in local governance activities and greater understanding of local governance processes. The study may also establish that adult education improves adults’ awareness of opportunities through which they can contribute to decisions and activities affecting their local communities. The findings will have implications for adult education teaching and learning by emphasizing the importance of incorporating practical knowledge of local governance into adult education programmes. Adult education facilitators may use group discussions, case studies, role-play, community-based activities, and practical exercises to help learners understand local governance structures and processes. Such approaches can make civic learning more practical and encourage adults to apply acquired knowledge to local governance situations. The study will be significant to adult learners, adult education facilitators, local government authorities, community leaders, adult education programme planners, and policymakers. Adult learners may benefit from improved understanding of local governance and opportunities for participation, while facilitators may gain useful information for strengthening governance-related content in adult education programmes. Local government authorities and community leaders may also use the findings to support educational initiatives that encourage informed public involvement in local affairs. The study will recommend that adult education programmes should include practical lessons on local governance structures, functions, decision-making processes, civic responsibilities, and opportunities for public participation. Adult education providers should also encourage learners to engage with appropriate local governance activities where possible. Local government authorities should strengthen collaboration with adult education providers to improve adults’ awareness of governance processes and participation opportunities. The study concludes that relevant adult education can contribute to increased and more informed participation in local governance.
