Abstract
Learning needs assessment is the systematic process of identifying the knowledge, skills, competencies, and areas of development that learners require, while programme selection refers to the process of choosing an educational or training programme that corresponds with an individual’s learning requirements, interests, and objectives. Appropriate programme selection is important for adult learners because choosing a programme that matches their actual learning needs can improve the relevance and usefulness of their educational experience. However, inadequate assessment of learning needs may result in adults selecting programmes that do not adequately address their educational requirements. Therefore, this study aims to examine the impact of learning needs assessment on programme selection among adult learners. Learning needs assessment provides adult learners with opportunities to examine their existing knowledge, skills, competencies, interests, and areas requiring further development. It may involve self-assessment activities, discussions, diagnostic exercises, skills reviews, and guidance from adult educators. Through these processes, learners can obtain clearer information about what they need to learn and the areas in which additional education or training may be beneficial. Programme selection involves identifying and choosing an educational programme from available alternatives based on factors such as learning needs, objectives, content, duration, and relevance. Adult learners who have a clear understanding of their learning needs may be better positioned to compare available programmes and select those that address their identified areas of development. Learning needs assessment can therefore provide useful information that guides adults when making programme-selection decisions. The study will adopt a descriptive survey research design. The population will comprise adult learners enrolled in selected adult education programmes within the study area. A sample will be selected using an appropriate sampling procedure, while data will be collected through a structured questionnaire designed to measure learning needs assessment practices and programme selection among adult learners. The data collected will be analysed using appropriate descriptive and inferential statistical techniques, with the relevant hypothesis tested at the 0.05 level of significance. The study is expected to establish that learning needs assessment has a positive impact on programme selection among adult learners. Adult learners who engage in systematic assessment of their learning needs are expected to demonstrate greater ability to compare available educational programmes and select programmes that correspond with their identified knowledge, skills, and competency requirements. The findings are expected to have implications for teaching and learning in adult education. Adult educators may incorporate learning needs assessment activities into programme orientation and instructional practices to help learners develop a clearer understanding of their educational requirements. Providing opportunities for learners to examine their existing abilities and identify areas requiring improvement may also support more informed programme-selection decisions. The study will be significant to adult learners, adult educators, programme coordinators, educational planners, and policymakers. Adult learners may benefit from making more appropriate choices among available educational programmes, while adult educators may gain useful information for providing guidance on programme selection. Programme coordinators and policymakers may also use the findings to strengthen learning-needs assessment and guidance practices within adult education. The study will recommend that adult education programmes provide systematic learning needs assessment opportunities before and during programme selection. Adult educators should guide learners in examining their existing knowledge and skills and relating identified learning needs to available programme options. The study will conclude that effective learning needs assessment can improve programme selection among adult learners by helping them make educational choices that are more closely aligned with their learning requirements.
