Abstract
Workplace location refers to the geographical position of an adult learner’s place of employment in relation to available educational facilities, while access to adult education programmes refers to the ability of adults to reach, enrol in, and make use of suitable adult education opportunities. The location of a workplace may influence the distance, travel time, transportation requirements, and convenience associated with attending adult education programmes. This study will examine the impact of workplace location on access to adult education programmes, with the purpose of determining whether the location of adults’ workplaces influences their ability to access adult education opportunities. Workplace location may include areas close to residential communities, commercial centres, industrial areas, rural locations, or places situated far from available educational facilities. Adults whose workplaces are located near learning centres may have greater convenience in accessing educational programmes, while those working in distant locations may face longer travel times and greater transportation demands. The geographical relationship between workplaces and learning opportunities may therefore affect the practical accessibility of adult education. Access to adult education programmes refers to adults’ ability to identify, reach, enrol in, and utilise available educational opportunities. Access may be reflected in the availability of suitable programmes, physical proximity to learning centres, ease of transportation, travel time, and convenience of attending educational activities. Workplace location may influence these factors by determining the distance and time adults need to travel between their workplaces and available adult education programmes. The study will adopt a quantitative research design. The population will comprise working adults who have opportunities to participate in selected adult education programmes. Data will be collected using a structured questionnaire designed to obtain information on respondents’ workplace locations and their level of access to adult education programmes. The instrument will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that workplace location has a significant impact on access to adult education programmes. It is expected that adults whose workplaces are located closer to available learning centres will report greater ease of access than those whose workplaces are located farther away. The study may further establish that workplace location influences the convenience, travel requirements, and time needed for adults to reach educational programmes. The findings will have implications for the planning and distribution of adult education programmes. Educational planners and programme administrators may need to consider the geographical distribution of workplaces when establishing or locating learning centres. Providing learning opportunities in areas that are reasonably accessible to working adults may reduce geographical barriers and improve access to adult education programmes. The study will be significant to working adults, adult educators, programme administrators, educational planners, policymakers, employers, and community learning providers. Working adults may benefit from learning opportunities located within convenient distances from their workplaces, while adult education providers may gain information for improving the geographical accessibility of their programmes. Employers and policymakers may also use the findings when supporting educational opportunities for working adults. The study will recommend that adult education providers should consider workplace locations when planning the distribution of learning centres and programme venues. Educational opportunities should be provided in locations that are reasonably accessible to major groups of working adults, while alternative arrangements may be considered for workers located far from established learning centres. The study will conclude that workplace location can influence adults’ access to adult education programmes and should be considered in educational planning and programme location decisions.
